## Summary

Cumberland Council, identified as a public authority within sub-central government, has successfully awarded a contract for the Independent Visiting Service for Cared For Children and Young People in Cumberland. The procurement process commenced with a tender invitation and culminated in the awarding of the contract to The National Youth Advocacy Service, recognised as a small and medium-sized enterprise (SME) and a voluntary and community sector enterprise (VCSE). The procurement method employed was open competition, below threshold, under the special regime of Light Touch regulations. This service falls within the industry categories of health services and social work and related services, with a regional focus in the UKD1 region, United Kingdom. The contract is active from 1st April 2026 to 31st March 2028, with potential extensions up to 31st March 2030, contingent upon successful outcomes and funding availability, enhancing opportunities for long-term engagement.

The competitive opportunity created for businesses through this tender allows SMEs and VCSEs to engage in delivering crucial social care services, highlighting the importance of independent support for cared-for children. The service requires skilled providers capable of offering consistent and compassionate support and involves dedicated adult volunteers rather than paid staff, ensuring meaningful engagement with the youth. Companies with experience in health and social work sectors are well-positioned to offer their services and expand their influence within the local community. The focus on quality assurance and social value in the evaluation criteria encourages businesses to innovate and contribute positively to societal welfare, making it beneficial for entities aiming to enhance their community impact while meeting service expectations.
