## Summary

South Ayrshire Council invites tenders for the provision of an Independent Advocacy Service for adults aged 16 and over, located in South Ayrshire, classified under health and social work services. The procurement process, currently in the tender stage, seeks an independent and professional service that supports both individual and collective advocacy needs under Scottish statutory requirements. The open procedure is utilised with electronic submission access. Interested parties must submit their tenders by 19th February 2026, and the contract, if awarded, will have an initial duration of 1,800 days with the possibility of renewal in November 2030. The project promises community benefits, emphasising targeted employment, training opportunities, SME development, and community engagement as per the Procurement Reform (Scotland) Act 2014.

This tender represents a substantial opportunity for organisations specialising in advocacy services, enabling them to expand their influence within the public health and social care sector. Suitable businesses are those offering specialised advocacy services, particularly with expertise in mental health, learning disabilities, and other neurodivergent conditions. Additionally, businesses adept in delivering advocacy linked with substance misuse support can benefit due to the specified need for lived-experience workers. Organisations will leverage their technical and economic capabilities to meet the Council's requirements, adhering to strict quality and price criteria, thereby fostering growth through government partnerships within a legally structured environment.
