## Summary

The Poole Water Recycling and Transfer Project, led by Wessex Water Services Ltd, is currently in the planning stage of its procurement process. The initiative focuses on designing, building, financing, operating, and maintaining a new Water Recycling Centre in Corfe Mullen, UK, as part of the Direct Procurement for Customers (DPC) model. This project falls under the 'works' procurement category, with an estimated capital value of £170 million. Market engagement is underway, with key deadlines including the submission of expressions of interest by 26th November 2027. The construction phase is planned to commence on 1st July 2029, with a procurement method described as a competitive flexible procedure. As a private utility, Wessex Water is keen to engage industry stakeholders to refine its delivery and commercial model.

This tender presents significant opportunities for growth for companies in the construction and engineering sectors, particularly those specialising in pipeline construction, site preparation, dredging, and water treatment installations. It is equally appealing to companies offering financial, regulatory, and consultancy services tailored to the utility and water management sectors. The planned collaborative and engaging nature of this procurement process encourages multi-party discussions, making it ideal for consortiums of investors and main works contractors interested in long-term infrastructure projects and public-private partnership initiatives. Engaging in this market could provide substantial business growth opportunities through involvement in a high-value and complex engineering project.

## Notice

As part of wider plans from the West Country Water and Environment Group (WCWE), two projects are in early planning and development, namely Cheddar 2 Reservoir, and the Poole Water Recycling and Transfer Project. This Preliminary Market Engagement Notice refers only to the Poole Water Recycling and Transfer Project, led by Wessex Water, however a separate Preliminary Market Engagement Notice is also concurrently being issued by South West Water for the Cheddar 2 Reservoir Project. A Planned Procurement Notice reference 2025/S 000-037909 https://www.find-tender.service.gov.uk/Notice/037909-2025?origin=SearchResults&p=1 has previously been published in relation to this Project. It is Wessex Water's intent to procure a Competitively Appointed Provider (CAP) to design, build, finance, operate and maintain a new Poole Water Recycling and Transfer centre under the Direct Procurement for Customers (DPC) model. Please note that this is Notice not a call for competition. At this stage the Project scope comprises a new 30 Ml/d Water Recycling Centre at Corfe Mullen, together with ancillary associated works including transfer from the existing Poole Water Recycling Centre to the new Water Recycling Centre at Corfe Mullen, creation of new wetlands, and discharge pipelines. The estimated capital value of the work is c.PS170m. Further details regarding the Project are available within the Market Engagement Pack, and details of how to access this are provided below. Further to the recent launch event held on Tuesday 9th September 2025, Wessex Water invites interested parties via this Notice to participate in an initial round of Market Engagement, as part of a planned ongoing programme of market engagement for the Poole Water Recycling and Transfer Project. The programme of engagement is proposed to help develop a wider understanding of the delivery of the Project from both a construction and investment perspective, and presents an opportunity for Wessex Water to engage and collaborate with the market in refining its delivery and commercial model, procurement approach and contracting terms. Additionally, the programme of market engagement seeks to encourage multi-party discussions that will align the Project's development and presentation to market with market trends, taking into account the perspectives of both Investors and Main Works Contractors who it is envisaged would form and comprise the CAP. We envisage that this round of Market Engagement will comprise registration of interest and completion of a short Questionnaire, followed by a series of bilateral discussions with a range of interested parties who are representative of the target market.
