## Summary

The Dudley Metropolitan Borough Council has recently completed the procurement process for the "Voluntary Sector Infrastructure Support" contract, a tender aimed at enhancing the capacity and connections of Voluntary and Community Sector (VCS) organisations within the Dudley borough. The process followed an open procedure and was awarded as a single contract, valued at £659,302.01. The procurement was regulated under the UKPGA 2023/54 and was aligned with public authority standards. The contract is scheduled to begin on 1st October 2026 and extends to 30th September 2029, with potential renewals possible between 2029 and 2033. The procurement primarily engages the health and social work services industry, and all activities related to it will be conducted within the UKG36 region of the United Kingdom.

This tender presents significant growth opportunities for businesses with experience in supporting the voluntary sector and enhancing its infrastructure, especially those willing to collaborate with public, voluntary, and independent sectors. Large-scale organisations like Dudley Council for Voluntary Service, which has been awarded the contract, are well-suited due to their capacity to meet procurement demands and deliver high-quality services. Businesses positioned to offer substantial social value alongside service quality, coupled with an ability to engage in a multiyear service execution with possible extensions, stand to benefit significantly. This contract, through its services, offers a robust platform for organisations seeking to establish a strong presence in the community support services landscape.

The Council reserves the right to use the powers available to it under Section 21 of the Procurement Act 2023 and Schedule 8, paragraph 1(a) of the Procurement Act 2023. This includes the Council's ability under Section 21 PA23 to issue tender notices and associated tender documents as required for the lawful conduct of the procurement process, as well as its ability under Schedule 8, paragraph 1(a) PA23 to make permitted contract modifications without commencing a new procurement procedure, where such modifications meet the statutory conditions.
