## Summary

The East Riding of Yorkshire Council has completed the procurement process for the project titled "Assessment of Green Book - Exploring the Treasury Green Book Rules in the Context of Funding Adaptation." This initiative is part of the £15 million Changing Coasts East Riding (CCER) project, under the Coastal Transition Accelerator Programme funded by Defra. The tender falls within the services industry category, specifically in research and development services as well as related consultancy services. The procurement was conducted under a limited competition method due to its below-threshold status. The award date was 7th July 2025, and the contract is scheduled to commence on 1st August 2025, with completion expected by 31st December 2025. This project covers a broad range of regions across the United Kingdom, including UKC, UKD, UKE, and others, anticipating significant contributions towards improving coastal transition strategies.

This tender presents substantial opportunities for businesses specialising in consultancy and research services related to public spending and policy evaluation. Businesses with expertise in policy analysis, project appraisal, and adaptation strategies would find this contract particularly suitable for extending their service portfolios. Small and medium-sized enterprises (SMEs) have successfully engaged in the final stage of this tender process, highlighting that smaller firms have a competitive edge in securing such contracts. This procurement provides an opportunity to contribute to and influence best practices in coastal management and public policy implementation, enhancing the firm's reputation and capability in these fields.

## Notice

Changing Coasts East Riding (CCER) is a PS15m project, running to the end of March 2027, which seeks to trial and understand best practice for coastal transition in areas that cannot sustainably be defended from coastal erosion in the East Riding of Yorkshire. CCER is part of the Coastal Transition Accelerator Programme (CTAP), funded by Defra, and managed by the Environment Agency (EA), as part of the wider Flood and Coastal Innovation Programme (FCIP). The Green Book guidance applies to all proposals that concern public spending. It is not a decision-making tool. It is intended to give objective advice to decision makers on how to appraise projects in order to inform investment decisions. The Green Book is not a mechanical or deterministic decision-making device. It provides approved thinking models and methods to support the provision of advice to clarify the social - or public - welfare costs, benefits, and trade-offs of alternative implementation options for the delivery of policy objectives. This assessment will involve reviewing the content of the Green Book and associated guidance to ensure that we are developing proposals and practices that can be adopted from an innovation programme into business-as-usual practice.
