## Summary

The NHS South Yorkshire Integrated Care Board has completed the procurement process for the 2025/26 GP Local Enhanced Services at Brinsworth Medical Centre, under the Provider Selection Regime (PSR). The procurement, falling under health services, was specifically for the delivery of locally enhanced services to the Rotherham population. The contract award, effective from 1st April 2025 to 31st March 2026, was issued through a direct award process without prior publication. There were no identified conflicts of interest, and the award decision was made by the Director of Partnerships/Deputy Place Director in Rotherham. The procurement category was classified under general-practitioner services, with Brinsworth Medical Centre as the awarded provider.

This procurement presents significant opportunities for medical service providers seeking to grow their business within the healthcare sector, specifically for those with capabilities in delivering primary care services. Businesses, especially small and medium-sized enterprises (SMEs) akin to Brinsworth Medical Centre, would find such contracted opportunities advantageous, as they are remunerated on an activity basis according to local prices. The procurement method utilised suggests a tailored selection approach suitable for providers meeting specific criteria under the PSR regulations, highlighting the relevance of pre-existing framework agreements in securing such contracts. This initiative supports the integration and enhancement of local healthcare services while fostering business growth within the regulated framework of NHS contracting.

### Lot Information

Lot 1

The provider is commissioned to deliver locally enhanced services for the Rotherham
population. This contract Award has been made following direct award process B under the
Provider Selection Regime.
These contracts are awarded to an existing group of providers. Although we would not
restrict the number of providers who deliver these LCS services provided they meet the
contract and specification criteria, the primary reason that these services can only be
delivered by this group of providers (GP) is because they are required to hold a contract via
the GP Framework and deliver the LCS alongside these services; the LCS is designed to
enhance the GP Framework contract and not stand alone, therefore, interdependency
between the two services is paramount.
The provider is paid on an activity basis based on local prices. The contract award is from
01/04/2025 to 31/03/2026. This is an existing service from an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme

### Procurement Information

For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.
