## Summary

The Norfolk and Norwich University Hospitals NHS Foundation Trust, in collaboration with the James Paget University Hospitals NHS Foundation Trust and The Queen Elizabeth Hospital King's Lynn NHS Foundation Trust, is in the planning stage of procuring a Clinical Data Repository (CDR) solution. This procurement process, identified under the title "NWUHG - EPR Programme - Clinical Data Repository (CDR) Solution," falls within the industry category of IT services, specifically data storage and consulting services. The procurement is initiated to support a larger Electronic Patient Record (EPR) integration across the participating NHS Trusts, scheduled for completion by March 2026. Interested suppliers are expected to meet regulatory standards and align with the financial and safety objectives of the Trusts. A market engagement is planned, with information to be due by the end of July 2025, providing potential suppliers with the opportunity to express interest and outline their capabilities for this significant NHS project.

This tender presents substantial opportunities for businesses specialising in healthcare data management, IT consulting, and software development. The contract, valued at up to GBP 1,200,000, is above the procurement threshold, indicating a significant investment in the technological infrastructure of these NHS Trusts. SMEs are particularly encouraged to participate, highlighting a favourable environment for smaller, specialised firms to enter and expand within the healthcare sector. The planned engagement and subsequent tender stages provide a platform for businesses with expertise in large-scale data migration and integration to leverage their capabilities, facilitating growth through partnership and innovation within a central government public authority context. The procurement method, as part of the larger EPR Programme, further emphasises long-term collaboration and service provision critical to the NHS's digital transformation goals.

## Notice

This Request for Information (RFI) seeks information relating to procuring a Clinical Data Repository (CDR) solution and identifying a technology partner with expertise in large-scale healthcare data migration, archiving, and Electronic Patient Record (EPR) integration. Suppliers are expected to deliver a solution that meets regulatory standards, aligns with Trust objectives, and ensures patient safety, cost-effectiveness, and readiness for go-live. BACKGROUND Norfolk and Waveney University Hospital Group (NWUHG) will be implementing a single Electronic Patient Record (EPR) across the three acute Trusts. This will enable increased integrated care both between the hospitals, and with the wider community. MEDITECH is the EPR solution that has been selected and there is an EPR programme in place to have this implemented by March 2026. As part of the EPR Programme deliverables a Clinical Data Repository (CDR) solution that consolidates data from a variety of clinical sources to present a unified view of a single patient. This solution is optimised to allow clinicians to retrieve data for a single patient rather than to identify a population of patients with common characteristics or to facilitate the management of a specific clinical department. The CDR will be also used as the archive solution which will retain data that is no longer actively used for long-term archiving and retention. Data that will be archived will consists of older digital records and information that remains important to the organisation or must be retained for future reference or regulatory compliance reasons. In this context data will only be moved to the CDR once the data within a legacy system has been frozen. As most systems are not up to date in a real time basis, systems will only become frozen once all required data has been updated to provide a complete patient record. Once the data has been moved (either from a backend extract, front end extract or a data warehouse feed), table structures and linkages will need to be built in the CDR in order to present that data as a unified patient view. Data table management, patient linkage and front-end viewer build is complex, skilled and time consuming. On this basis the CDR population will be prioritised. OVERVIEW The Norfolk and Waverley University Hospital group (NWUHG) require a Clinical Data Repository (CDR). This solution needs to be in place before the end of March 2026. The purpose of the CDR is to provide a storage solution for clinical systems and data migrated that will need to be archived when the new Electronic Patient Record (EPR) is deployed. What is a Clinical Data Repository in the context of the NWAHC EPR Programme A Clinical Data Repository (CDR) is a database which consolidates data from a variety of clinical sources to present a unified view of a single patient. It is optimised to allow clinicians to retrieve data for a single patient rather than to identify a population of patients with common characteristics or to facilitate the management of a specific clinical department. In the case of NWAHC the CDR will be used as the archive solution within the EPR programme. Data archiving moves data which is no long
