## Summary

Liverpool City Council, located at Cunard Building, Liverpool, initiated a tender process titled "Temporary and Permanent Accommodation," focusing on providing both temporary and permanent housing solutions within the city boundaries. This procurement is categorised under housing and accommodation services, aimed at supporting the council's Homelessness and Rough Sleeping Strategy by reducing reliance on unsuitable hotel and bed-and-breakfast placements. The procurement process, disclosed through an open procedure, consists of six lots based on property type, from 1-bedroom properties to Houses in Multiple Occupation (HMO). The most recent contract award notices were published on 7th May 2026, with the contracts set to begin on 1st June 2026 for a duration of five years, with an extension option of up to two years. The procurement stage is currently in the Award phase, with significant involvement of small and medium-sized enterprises.

This tender presents a robust opportunity for businesses in the real estate and accommodation services sectors, especially those focusing on providing compliant temporary housing solutions that align with municipal needs. SMEs with expertise in housing services can potentially expand their market presence by participating in this procurement, with lots designed to cater to various property configurations. Given the aim to support low-cost, effective housing solutions, businesses capable of offering quality housing while addressing socio-economic aspects stand to gain significantly from these opportunities. The involvement of multiple suppliers and an allowance for submitting tenders to one or more lots enhances the competitive landscape and enables diverse business participation in this substantial public sector undertaking.
