## Summary

Transport for Wales has recently completed the award stage of a public procurement process for the "Provision of Rail Major Incident Command Training and Exercising," aimed at enhancing rail industry incident management. The contract was signed on 17th October 2025 and will commence on 20th October 2025, running until 31st March 2027, with potential for a 12-month renewal. This procurement, undertaken via an open competition under the Procurement Act 2023, seeks a training provider to deliver competency-based training for 50 participants including strategic and tactical incident commanders. The training will focus on aligning with Transport for Wales' Major Incident Response Plan and includes both theoretical learning and practical exercises. The process was managed by Transport for Wales, a sub-central government public authority located in Pontypridd, UK, with Serco Limited successfully awarded the contract to provide the services.

This tender presents significant opportunities for businesses within the education and training sectors, particularly those specialising in personnel-training services. Companies with expertise in developing training programmes aligned with major incident management for the rail industry stand to benefit from this contract. It offers an excellent growth opportunity for large-scale training providers to enhance their portfolios with public sector projects and deepen their industry-specific capabilities. Businesses well-suited to compete in similar tenders include those with a robust track record in safety and standards training, and those capable of delivering complex, multi-agency environment training programmes. This tender not only strengthens the bidder's relationship with Transport for Wales but also provides exposure to high-level strategic training critical to the UK rail infrastructure.
