## Summary

The procurement process is currently in the planning stage and is managed by Essex County Council, a sub-central government public authority in the United Kingdom. The tender concerns the "Support and Maintenance of Bus Lane Enforcement Cameras" and falls under the services category, specifically focusing on closed-circuit television cameras, software packages, and repair and maintenance services. The prospective service delivery is within the region of UKH3. As part of the planning, Essex County Council has issued a Request for Information to gauge market interest and capacity, with responses due by 1st August 2025. The anticipated contract period is from 1st April 2026 to 31st March 2031.

This procurement process presents significant opportunities for businesses specialising in video surveillance systems, software solutions, and maintenance operations, especially those looking to expand into public sector contracts. Small and medium enterprises (SMEs) could find this tender particularly suitable, given the emphasis on vendor diversity. Engaging with Essex County Council on this project could provide businesses with a substantial foothold in the governmental sector, potentially paving the way for future collaborations as the council plans to expand its camera network. The procurement process is inclusive of any future successors of the Council's functions, which underscores the potential for long-term contracts amidst local government reforms.

## Notice

Essex County Council (the Authority) acts as the Highway Authority within the county of Essex and as a result of this has the responsibility to manage the road network under the Traffic Management Act 2004. Across the highway network, there are currently 22 Bus Lane Enforcement Cameras in operation which require ongoing servicing and maintenance to ensure service continuity. In future, there may be a requirement for additional Cameras to be installed across the network. The Authority is issuing this questionnaire as a Request for Information (RFI) to engage with the market and gather information in order to gain a better understanding of both the capacity and appetite of the market in delivering the required services. Please note that this is not a tender opportunity. The contracting authority is Essex County Council and any Successor Body meaning one or more entities which assumes any of the Council's functions (as applicable) as a result of Local Government Reform (LGR). Such successor body or bodies may be, without limitation, a local authority, a combined authority, a combined county authority, a strategic authority or any other status determined pursuant to the Devolution and LGR Legislation.
