## Summary

Middlesbrough Council recently concluded a procurement process titled "Captain Cook Birthplace Museum - Feasibility Study," under the CPV classification 79000000, focusing on business services like law, marketing, and consulting. The procurement, having reached the award stage and completed on 14th July 2025, involved a feasibility study associated with relocating the Captain Cook Museum to Stewart Park in Middlesbrough. This limited procurement, executed without a prior call for competition, was valued at £49,299.20 and awarded to Identity Consult. Although the main lot was ultimately cancelled, the procurement method fell below the threshold allowing for a call off from NEPO212 due to its regional scope, covering areas such as UKC, UKD, and beyond.

This tender presents significant opportunities for businesses involved in providing consultancy services, especially those familiar with heritage, museum planning, or regional development projects. Ideal candidates for such opportunities are firms that can demonstrate expertise in feasibility studies, project planning, and cultural integrations within community projects. The relocation project signifies substantial growth opportunities for providers of architectural and consulting services due to the development of a world-class facility that aligns with regional aspirations and historical storytelling. Large firms like Identity Consult have capitalised on this niche domain, paving the way for similarly equipped businesses to partake in future procurement opportunities within the public service sector.

### Lot Information

Lot 1

Feasibility Study Through discussions with Middlesbrough Football Club and Captain Cook Birthplace Trust there is an ambition to relocate the Captain Cook Museum to a new purpose-built facility within the grounds of Stewart Park. The museum would provide a world class, aspirational venue that brings to life the story of Captain Cook, the history of Middlesbrough Football Club and the wider story of Middlesbrough's growth from a small farming hamlet to an industrial powerhouse in the 19th Century through to modern day. The project will also look into the suitability of locating Teesside Archives at the venue.
