## Summary

The Kent and Medway Towns Fire and Rescue Authority, acting on behalf of the NFCC, has completed the procurement process for the "NFCC National Firefighter PPE - Lot 2 (Helmets)". This contract, which focuses on the provision of Fire Structural Helmets, Wildland/Technical Rescue Helmets, and their associated spares, marks the final stage of the award process as of 13 April 2026. The procurement was conducted using an open, competitive flexible procedure. An eight-year framework agreement was awarded to the top three suppliers: Bristol Uniforms Ltd, Rosenbauer Limited, and Vimpex Ltd. This process is projected to reopen for competitive bidding in March 2029 and again between March 2032 and March 2033. The contract covers regions across the United Kingdom, with a total budget of approximately £26.45 million, and the services are scheduled to commence on 11 May 2026, following the conclusion of a mandatory standstill period ending on 9 May 2026.

This procurement offers significant opportunities for businesses within the specialised clothing and safety equipment industry, particularly those producing firefighting helmets and related accessories. As the contract intends to be fulfilled through a framework agreement, it allows multiple suppliers to participate and provides scalability over its term. SMEs, such as Bristol Uniforms Ltd and Rosenbauer Limited, demonstrate the competitive nature of smaller, agile businesses in securing such high-profile governmental contracts. Participation in tenders such as this enables suppliers to establish and strengthen relationships with multiple Participating Authorities, thereby enhancing their market presence and creating potential for substantial business growth in the public safety and firefighting sectors.
