## Summary

The NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, is overseeing an intention to award notice within the National Collaborative Framework for Adult Mental Health, Learning Disabilities, and CAMHS Hospital Services. The potential contract under Lot 7 pertains to Low Secure Mental Health Male services and is planned as a call-off contract with Elysium Healthcare No.2 Limited. Governed by the Health Services (Provider Selection Regime) (Wales) Regulations 2025, this procurement process is subject to a framework agreement with competition. The notice was published on 17th July 2025, and representations by providers are due by 28th July 2025. The procurement method employed is an open procedure, and the location for this procurement falls within the region designated as UKL, under the health services industry category. This process is currently in the award stage; however, the contract has not been formally awarded.

This procurement presents significant opportunities for businesses specialising in health and social work services, particularly those that can offer competitive quality and pricing under the specified framework. Companies operating in the healthcare sector, especially those with expertise in providing low secure mental health services for males, are well-positioned to benefit. The emphasis on quality, value, collaboration, and social responsibility in the award criteria underscores the importance of innovative service delivery and community benefit proposals. Large-scale providers, like Elysium Healthcare, may find the framework's structure advantageous, yet SMEs with unique offerings could also effectively compete by demonstrating superior performance in targeted criteria areas. Engaging with this procurement pathway can facilitate growth through strategic partnerships and enhanced presence in the public healthcare sector.

This proposed placement is initiated under Lot 7 (Low Secure Mental Health Male) of the Framework Agreement as a potential call-off contract. The proposed call off requirement was considered with the basic selection and key criterion as detailed below. Framework providers were evaluated by Commissioners, responsible for a patient placement, under the CAARE criteria to determine (i) under which Framework Lot the Patient's care requirement falls and (ii) the number of observations hours required to meet the patients' needs by Enhanced Packages of Care / Additional Services. Improving access and reducing health inequalities - Availability of beds in Hospital / Units within the required Framework Lot and within pre-agreed radius significant to a patient. 5. Social Responsibility - review of a providers community benefits proposal. The length of the placement is based on patient need and therefore, is undetermined at present. The supplier is a current provider on the framework and this notice refers to a new placement.
