## Summary

Oldham Metropolitan Borough Council has completed the procurement process for the "Oral Health in Care Homes" project, awarding a contract to R.I.S. PRODUCTS LIMITED. This initiative, classified under CPV code 85130000 for dental practice and related services, focuses on improving oral health among elderly residents in care homes located in the UKD37 region. The contract, made under the Provider Selection Regime (PSR) and regulated by the Health Care Services (Provider Selection Regime) Regulations 2023, bypasses the Public Contracts Regulations 2015. It utilises a limited procurement method, effective from 4 July 2025 to 30 June 2026, with a total contract value of £44,000. This award is not subject to prior publication of a call for competition, in alignment with its specific regulatory framework.

This tender provides substantial business growth opportunities within the health services sector, particularly for organisations specialising in dental care and community health services. R.I.S. PRODUCTS LIMITED, a large-scale supplier with experience in delivering integrated healthcare solutions, is well-positioned for such contracts. Businesses focusing on quality innovation, service sustainability, and reducing health inequalities are ideally suited to explore similar future contracts, given the project's emphasis on enhancing healthcare access and reducing disparities in oral health. The ability to collaborate with local councils and provide innovative health solutions could significantly bolster a company's profile and reach within the public sector procurement landscape.

## Notice

Local Authorities have a statutory duty to provide or commission oral health improvement programmes to improve the health of the local population, to the extent they consider appropriate. Oral diseases, including the most common oral health conditions - tooth decay and gum disease- are largely preventable. Despite this, the impact of poor oral health locally, nationally and globally is huge. In the UK context, treatment of oral health conditions cost the NHS over PS3 billion per year but the cost to society is even greater. Among older adults in residential care, poor oral hygiene can lead to aspirated pneumonia and malnutrition and dehydration, which in turn can lead to urinary tract infection. It vital that Oldham has a dedicated provision in place to support vulnerable older adults.
