## Summary

NHS Humber and North Yorkshire Integrated Care Board (ICB) has announced the award of a contract for a Complex Learning Disability (LD) / Autism Supported Living Service in York. The procurement process, governed by the Most Suitable Provider Process under The Health Care Services (Provider Selection Regime) Regulations 2023, resulted in Sugarman Health and Wellbeing Limited being awarded the contract. With a start date of 1 August 2025 and a term lasting until 31 July 2028 (with a possibility of a two-year extension), the contract is valued at approximately £11,300,695. This service falls under the category of rehabilitation services and aims to provide high-quality support to individuals with complex needs. Contract award notices and confirmations were finalised on 18 July 2025, marking a significant milestone in the procurement process.

This tender provides substantial opportunities for business growth, particularly for organisations with experience in providing specialised health and social care services. Businesses that can demonstrate expertise in managing complex needs through innovative and cost-effective solutions will find themselves well-positioned to compete. The selected provider is expected to deliver services that promote independence and quality of life while reducing hospital admissions and emergency service responses. Those with capabilities in in-house training, particularly in autism and mental health support, and staff skilled in Positive Behaviour Support are ideal candidates for such opportunities. This procurement process not only strengthens community health provisions but also underscores the importance of social value and service sustainability.
