## Summary

The public procurement process led by the Driver and Vehicle Standards Agency (DVSA) involves the decommissioning of redundant testing equipment at DVSA sites across Great Britain. The project, titled "Decommissioning of Equipment at DVSA sites 2025", falls under the services category and is part of the DVSA's strategic initiative to transition vehicle testing towards private sites. This open procedure procurement has progressed to the award stage as of 2nd April 2026, with J.H.M. Butt & Co. Limited set to undertake the services following a tender process that offered significant opportunities for small and medium-sized enterprises (SMEs). The contract is expected to span from 16th April 2026 to 16th April 2029, with potential extensions until 2031. The procurement involved considerations for safely handling and relocating a variety of testing equipment, with a gross contract value of £400,000.

This tender presents substantial business growth opportunities, particularly for companies specialising in decommissioning services or possessing expertise in handling and repurposing mechanical testing equipment. SMEs within the decommissioning or logistics sectors can leverage this project to enhance their portfolio and establish strong governmental relationships. The nature of the work, which includes relocating equipment and possibly moving operations to private sectors, also offers ancillary business opportunities in facilities management and equipment handling services. This strategic shift by the DVSA positions entrepreneurial ventures in the automotive and mechanical services industry to explore or expand into governmental contracts, thereby promoting a competitive edge in future procurement opportunities.

## Notice

The Driver & Vehicle Standards Agency (DVSA) intends to commission JHM Butt Co Ltd to undertake the provision of services relating to the decommissioning of redundant DVSA testing equipment. DVSA will continue to reduce the volume of its Government Vehicle Testing Station (GVTS) Estates in accordance with observed incremental growth rate in the Authorised Testing Facilities (ATF's) market and moving the Individual Vehicle Approval (IVA) scheme out to privately owned sites called Vehicle Examination Facilities (VEF's). This move was set up to bring the work that DVSA conduct closer to Vehicle Operators and Vehicle Maintainers; by encouraging private individuals and entrepreneurs to set up an ATF's and/or VEFs for private and public use. This was a strategic and positive shift in the way DVSA conducts its vehicle testing business. As a result of this initiative DVSA testing equipment will become redundant and require decommissioning in readiness for disposal or relocation. All the equipment to be decommissioned is installed in DVSA's GVTS and Enforcement sites network throughout Great Britain. Due to the complexity of the how sites will be closed it is not possible at this time to disclose the location of the equipment and when it will require decommissioning. The equipment that DVSA will require to be decommissioned in a safe manner to enable it to be re-sold comprises of, but not limited to: Roller Brake Testers (for light vehicles, heavy vehicles and motorcycles) Headlight Testers Speedrollers 4 Post Lifts Motorcycle Lifts Pit Jacks Air Compressors Load Simulators Wheel Play Detectors Exhaust Extraction Units Emission Testers Cabin Pressurisation Units
