## Summary

HM Revenue & Customs (HMRC) is planning a procurement process for the engagement of a supplier to manage annual online subscriptions. This initiative, titled "Journals, Subscriptions and Newspapers," focuses on services related to subscription services, classified under CPV 79980000, with a procurement stage in planning. The procurement process follows an open procedure and is conducted via the HMRC's SAP Ariba eSourcing Portal. The tender period is scheduled to end on 12th September 2025, with the award decision expected by 26th September 2025, and the contract period running from 3rd October 2025 to 2nd October 2030. The estimated contract value is £1,302,000 gross, equivalent to £1,085,000 net, and the services are to be primarily delivered within the UK.

This procurement opportunity offers significant growth potential for businesses that specialise in intermediary services, online subscription management, and digital content supply. Companies experienced in negotiating and managing online access agreements, particularly those providing insights and data in the oil and gas sector, will find this tender particularly beneficial. This process is ideal for businesses capable of providing wide-ranging subscription solutions, ensuring seamless service delivery, and securing cost-effective renewal quotes. Engaging in this contract could enable businesses to expand their clientele within the government sector and enhance their reputation by partnering with a central government authority like HMRC.
