## Summary

The Scottish Government is spearheading a procurement initiative titled "CivTech 11.7" aimed at leveraging technology to enhance the positive impact of Scotland's renowned festivals on the public, cultural sector, and economy. Situated in the UK, specifically Scotland, this tender falls under the IT services industry category, seeking innovative solutions to the infrastructural challenges faced by over 200 Scottish festivals. The procurement process is currently at the tender stage, with submissions being accepted electronically until 2nd September 2025, when the bidding concludes and awards commence. Governed under the legal basis of Directive 2014/24/EU, the open procedure encourages transparent and accessible participation.

This tender presents a significant opportunity for businesses specialising in IT consulting, software development, and Internet support. With a contract value of £350,000, it offers a platform for innovative companies, irrespective of size, to collaborate with a major public sector entity. CivTech's approach to public procurement prioritises creativity and co-production with citizens, supporting sustainable business growth. The initiative not only aims to solve local challenges but also to create solutions resonating on a global scale, thereby providing participating organisations a pathway to expand their market presence and foster long-term growth. Businesses with capabilities in developing smart, efficient, and impactful IT solutions will find this an ideal opportunity to contribute to and benefit from Scotland's dynamic festival environment.

## Notice

Scotland's festivals contribute hugely to the economy and the cultural life of the nation. Scottish Government, working with festivals through the Strategic Partnership for Scotland's Art Festivals, are seeking innovative solutions to aid the problem of Scottish performers, people and places being priced out of Scotland's festivals. This challenge will focus on the development of innovative solution to the infrastructure problem facing festivals across Scotland. Scotland is home to over 200 festivals, with the common problem of increasing costs for performers, locals and tourists due to fragmented transport and accommodation availability at times when a mass of people come together in a short time.

About CivTech CivTech's mission is to drive daring and innovation in the public sector by collaboratively solving Challenges that make people's lives better - and in doing so create generations of sustainable, high growth businesses. CivTech brings together public sector expertise and private sector innovation to solve real problems, develop new products, and deliver better, faster and easier services for everyone. Central to the approach is co-production with the citizen. Part of the Scottish Government's Digital Directorate, CivTech's approach is helping transform public sector engagement with tech and innovation, delivering significant benefits to public services, producing genuine uplifts for the Scottish economy - and along the way, making lives better. Across the country there are problems public sector organisations would like to solve and in the current environment the need for smart, efficient and effective products has never been greater. The Scottish Government is aware innovation is a good way to create them and is committed to ensuring a large part of its tech spend goes to innovative businesses - whatever stage they're at, or size they are.. This is where CivTech comes in. The CivTech Innovation Flow is designed to create products as quickly and effectively as possible, and uses a true Accelerator model at the heart of its Innovation Flow model. For you - whether you're an individual, team or company - it's an opportunity to take on a Challenge, solve it, and win contracts with a blue-chip public sector organisation. You'll build a product, and a business to take it as far as possible. Because here's the kicker: the Challenges we issue aren't 'single organisation' problems - most of the problems we are solving exist worldwide. In short: Open Challenges are set. Any organisation, team or individual can respond. Applications are assessed, and shortlisted proposals go into an Exploration Stage where they're developed further together with the Challenge Sponsor and the CivTech [for which participating applicants are paid]. The best go through to the Accelerator - a period of intensive work to create the solution, and through CivTech's unique business growth workshop system, a business capable of taking the product to the world.
