## Summary

The Police and Crime Commissioner for Lincolnshire has completed a direct award procurement process for the provision of software support and maintenance for the Sunrise IT Service Management (ITSM) system. This contract, extending an existing collaboration with Sunrise Software Limited, allows for the seamless continuation of services over the contract period from 3rd July 2025 to 30th June 2026. The procurement, which falls under the services category, is set within the industry category of information technology services and is located in the United Kingdom. The procurement method used was 'direct', executed below the threshold without competition, reflecting a calculated interim strategy to support the Force's IT service needs while a long-term plan is developed following an audit and stakeholder consultations.

This tender provides significant opportunities for businesses involved in the provision of IT services, specifically those specialising in IT service management and asset tracking solutions. Companies that can demonstrate expertise in maintaining and enhancing IT service delivery, with a proven track record in similar fields, would be well-placed to benefit from such procurement activities. Given the specificity of this contract as an extension to existing services, future opportunities may arise from the continued strategic development of IT infrastructure within public sector entities. Businesses that are capable of offering innovative solutions or that have experience in public sector IT facilitation may find considerable opportunities for expansion and partnership.

## Notice

The Force has utilized the Sunrise system for the past five years, following the novation of a five-year contract originally held by G4S. Recently, the Force commissioned a Mazars audit focused on Asset Management and is currently awaiting the final recommendations report. Historically, the Asset Management functionality within Sunrise has been underutilized. Following consultation with key stakeholders, it was agreed that the most pragmatic approach at this time is to enter into a one-year extension with the current supplier. This interim arrangement will provide the necessary time to evaluate the Force's long-term strategic direction regarding IT service management and asset tracking solutions. Continuing with Sunrise in the short term ensures uninterrupted delivery of the Service Desk function, avoiding the disruption and resource demands associated with implementing a new system and conducting widespread training. In light of these considerations, DaDD seeks approval for this exception request
