## Summary

The London Borough of Camden is currently in the planning stage for a procurement process focused on community energy projects across its buildings. This initiative, titled "London Borough of Camden Community Energy market engagement," aims to identify a community energy partner to deliver renewable energy and energy efficiency technologies on facilities such as schools, leisure centres, and housing sites. Structured as a services concession procurement with a special emphasis on energy and related services, the project will initially involve market engagement activities. Interested companies are invited to respond to a market engagement questionnaire by 11th August 2025. Further procurement notices are expected by 8th September 2025, and the contract is set to commence on 30th November 2025, running for 20 years. This process is classified under CPV code 71314000, focused on the Greater London area (UKI31).

This tender presents significant opportunities for small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) interested in engaging with sub-central government public authorities. Prospective businesses have the opportunity to secure long-term engagements in renewable energy solutions, catering to the increasing demand for sustainable energy practices. This initiative offers a platform to not only contribute to Camden's sustainability targets but also to generate community investments and ownership in energy solutions. Ideal contenders would be those experienced in energy finance, installation of renewable technologies, and strategic partnerships with public sector bodies. This project promises growth potential by engaging residents and businesses in Camden through initiatives such as community energy share offers, fostering local economic development alongside environmental benefits.

## Notice

Community energy across London Borough of Camden's buildings market engagement exercise. The London Borough of Camden is preparing to go out to tender to procure a community energy partner to deliver community energy projects on Council buildings such as schools, leisure centres and housing sites. Under the contract, the community energy partner would enter site specific agreements with the Council and host building operator (for example the Leisure Centre operator or school) that would allow them to raise finance from people living and working in Camden through a community energy share offer. The raised finance would be used to fund the installation of solar and other renewable or energy efficiency technologies on the host building, which would then be owned, maintained and operated by the community energy partner. The agreements would also allow the community energy partner to either sell energy or recover energy savings from the host building to service the community share investment. It is envisaged that the site specific agreements would expire after a maximum of 15 years, at which point the ownership of the renewable or energy efficiency technologies would transfer to the host building. The Council are therefore seeking responses from interested organisations to the questions attached.
