## Summary

The Mayor's Office for Policing and Crime (MOPAC) has awarded a contract for the "Pan London Domestic Abuse Perpetrator Intervention" service. The procurement process was conducted through an open procedure, aimed at delivering evidence-based interventions to curtail abusive behaviours by high-risk domestic abuse perpetrators within London. This service forms part of the Drive programme, which combines individual interventions with a holistic, police-led multi-agency response. The contract covers health and social work services within the UKI region, London, with a commencement date set for 1st October 2026 and extends until 30th September 2027, with potential renewal options for two additional years depending on funding availability. The procurement has reached the award stage, with RISE Mutual CIC named the supplier, and carries an estimated gross value of £4,293,209. Key dates include the contract award notice published on 28th April 2026.

This contract presents significant opportunities for businesses in the health and social work services sector to expand their operations within London. Companies that specialise in managing high-risk behaviours, multi-agency collaborations, and inclusive service design are particularly well-suited to compete in this tender. SMEs can thrive by delivering innovative interventions focused on disruption, support, and behaviour change that align with the Drive programme's objectives. Furthermore, businesses with proven capabilities in risk management, mobilisation, and providing value for money can capitalise on the anticipated expansion and funding from the Home Office for future rounds of procurement, paving the way for sustained business growth in delivering essential domestic abuse perpetrator interventions.

## Notice

This is a Contract Award notice. MOPAC are awarding a contract for an intervention service for high-risk DA perpetrators that will work as part of the pan-London Drive programme. The Drive Project is an evidence-based intervention aimed at preventing abusive behaviour by high-risk high-harm perpetrators of domestic abuse (DA) which combines one-to-one interventions with a police-led multi-agency response. This is achieved via 'disruption' (putting barriers and obstacles in place to prevent abuse form taking place), 'support' (addressing additional needs of the perpetrator, with accompanying specialist support for the victim) and 'behaviour change' (focused, 1-2-1 interventions to explicitly address the perpetrator's attitudes and behaviours).
