## Summary

London Borough of Southwark has initiated a procurement process for the "Suicide Prevention Community Outreach Programme Targeting Men" with a focus on addressing health disparities through community engagement. The procurement is currently in the tender stage, with an open competition method allowing for open submissions until 26th November 2025. Situated in London, UKI44 region, this programme falls under the community action and health services category. The procurement entails face-to-face engagement at male-dominated workplaces and other community venues, aiming to reduce the stigma associated with mental health and enhance access to support services. Interested parties need to submit their queries by 14th November 2025, and the contract period is set to commence on 13th January 2026.

This tender presents a valuable opportunity for businesses specialising in community outreach, mental health services, and culturally sensitive engagement strategies. Organisations experienced in breaking barriers to conversation about mental health, especially for men in various communities, are invited to apply. The programme is particularly suitable for SMEs and VCSEs who have a track record in delivering outreach activities in workplaces or community spaces. Successful applicants will collaborate with local networks and employ peer connectors to increase programme reach and sustainability, thus significantly contributing to the reduction of health inequalities and fostering long-term business growth.

## Notice

This is a opportunity for providers with relevant knowledge and expertise to deliver a Suicide Prevention Community Outreach Programme Targeting Men. The programme looks for suitably skilled providers to deliver suicide prevention activity through face-to-face engagement in male-dominated workplaces, community venues, and areas of high deprivation. The outreach will help reduce stigma, promote help-seeking behaviours, and improve access to support. The outreach provider will also build partnerships with employers, job centres, and local networks to extend the programme's reach and sustainability. This work contributes to reducing health inequalities through targeted, culturally competent engagement. The Community Outreach Programme will be delivered alongside a large-scale communications campaign across digital, outdoor media channels.

### Planning Information

Southwark Council is currently planning to procure a suicide prevention outreach programme as part of suicide prevention campaign targeting men. The proposed programme is likely to run for 6 months, commencing from November 2025.
Men are at significantly higher risk of suicide and are less likely to engage with certain traditional mental health services. This programme will focus on reaching men in communities where stigma, silence, and structural barriers prevent open conversations about mental health. This might include those affected by working in male-dominated industries, isolation, relationship breakdown, addiction, or cultural stigma around help-seeking. This is part of our wider public health effort to reduce suicide risk among men in Southwark through proactive community engagement, culturally competent messaging, and peer-led conversation.
We are seeking delivery partners who can engage men where they live, work, socialise, and gather including construction sites, transport depots, barber shops, gyms, cafes, religious centres, and other male-heavy environments. We want to hear from organisations with experience in:
• Delivering outreach in workplaces or community spaces
• Building trust with population groups who may not access formal support
• Working in partnership and engaging with key stakeholders such as workplaces
• Using peer connectors or people with lived experience
• Co-creating messaging that is relatable and stigma-reducing
• Raising awareness of local and national support services
we are particularly interested in:
• Organisations with experience of delivering community outreach and/ or community engagement
• Organisations who have delivered brief, informal awareness sessions to workplaces or community groups
• Organisations who can facilitate conversations using accessible resources (e.g. short training videos)
• Organisations with experience of engaging with communities around mental and suicide prevention
We would welcome responses from any organisations delivering these services or similar services, whether or not they are currently being delivered to local authorities.
Please return your questionnaire via the messaging facility on the Pro-Contract portal and/or email to the named contact:

Please respond by 18.08.2025
