## Summary

Derbyshire County Council recently completed an open procurement process for the "Supply, Installation, Maintenance & Removal of Highway Electrical Assets including ICP and Emergency Response Works." The contract, awarded on 12th May 2026, involves the supply, installation, and servicing of streetlights and illuminated traffic signs across Derbyshire, including a 24-hour emergency response service. The contract was signed with VIA East Midlands Limited, starting on 4th April 2026, for an initial term of two years with potential extensions up to 2030 depending on performance. Located primarily in the Derbyshire region, this contract falls under the public-service sector, specifically dealing with street-lighting and associated maintenance services, valued at £7.2 million.

This tender represents a substantial opportunity for businesses in the electrical and civil engineering sectors, especially those with expertise in highway lighting and infrastructure services. Companies with an Independent Connection Provider (ICP) accreditation can offer valuable service delivery, meeting emergency response requirements and maintenance needs effectively. Both small and medium enterprises (SMEs) and larger firms can find this contract beneficial as it supports business growth through recurring revenue streams and enhances reputation via public service operations in collaboration with local government entities. Additionally, the competitive open procedure provides a level playing field for various qualified suppliers to submit bids and showcase innovation and bespoke solutions to meet the project's demands.

## Notice

This tender is for the supply, installation, maintenance and removal of highway electrical assets such as streetlights and illuminated traffic signs including electrical connections and emergency response. A key aspect of the contract is the provision of a 24-hour, 365-day emergency response service for street lighting issues. The contract is intended to support the DCC existing in-house street lighting team. The contract will include the provision of electricity service works as an ICP (Independent Connection Provider) across the three DNO (Distribution Network Operator) areas in Derbyshire and attendance to dangerous situations to reduce the risk (mainly be second call with a lorry mounted crane, but on occasions first call). This contract will not cover traffic signal maintenance.

### Planning Information

We are keen to gain insight from potential suppliers to help DCC develop the model for the procurement and the contract to ensure that it is attractive to the market place, provides value for money and delivers the best outcomes for Derbyshire.
Interested organisations will be invited to attend 1-1 meetings with representatives of DCC who will provide further information on the opportunity and set out the Council's proposed contracting and procurement approach. These meetings will be 30/45 minutes in duration and will be held preferably in person or via Teams on 1st or 2nd of September 2025. In person meetings will be held at the Derbyshire County Council Highways Depot, Station Road, Darley Dale, Matlock, DE4 2EQ
Through this process DCC will be seeking feedback on key elements of the contract model including the scope and duration, risk allocation, performance principles and procurement routes. Other key points DCC would like to discuss will include:
• How will you manage the contract?
• Are you an accredited ICP with NGED, ENW and NPG?
• How will you manage service transfers/new service connections?
• How will you manage fluctuating work demands across Derbyshire?
• What levels of stock will you be prepared to hold and how will you minimise delays from material lead times?
• How will you manage attendance to dangerous scenarios across Derbyshire - both first call (electrician) and second call (lorry mounted crane)?
• Innovations in the market
• Use of Recyclable / Recycled materials
• Social Value and Carbon footprint implications
