## Summary

Leicestershire County Council has progressed to the award stage for its procurement process titled "Sale of Scrap Ferrous Metal." This opportunity involves the collection and purchase of scrap ferrous metal from Recycling and Household Waste Sites and Waste Transfer Stations in Leicestershire. The tender, utilising an open procedure, invites licensed organisations to provide containers and a reliable collection service. This process started with a tender published on 25th July 2025, and the contracts are active as of 1st February 2026, running until 31st January 2034. The procurement is conducted openly, with multiple lots awarded for regions including North, South West, and South East Leicestershire, offering different average tonnages per year for collection.

This tender provides a unique business opportunity for organisations in the metal recycling industry, particularly those capable of providing logistical support for ferrous metal collection and who can handle varying scrap values based on market conditions. Small to medium enterprises (SMEs) and larger organisations such as Chris Allsop Metal Recycling Ltd and Donald Ward Ltd, which have been successfully awarded contracts in specific lots, highlight the tender's suitability for both business scales. The focus on reliable collection and payment based on tonnage offers continuous income possibilities, crucial for businesses focused on sustainable growth and competitive pricing in the metal commodities market.

## Notice

This ITQ are seeking bids from organisations who are licensed to collect and purchase mixed scrap ferrous metal (Goods) from our Recycling and Household Waste Sites (RHWS) and Waste Transfer Stations (WTS) located in Leicestershire. These organisations should be capable of providing ro-ro type containers at each Collection Point and provide an on request reliable collection of scrap and return of container service. The awarded Buyer will pay for the Goods monthly based on the value and weight of the goods collected during that month both of which will vary month by month. As a result, this agreement constitutes an income generating contract for the Council. This quotation process is not a procurement exercise, and therefore the Procurement Act 2023 does not apply to this competition. It is being published solely for transparency. Please note that this is a Sales Contract, and the values provided are estimated figures only. The actual income the Council receives will depend on future market prices for light iron which are currently declining, as well as the actual tonnages collected over the duration of the contract. As this is a Sales Contract, the appointed suppliers are required to pay the Council for the income generated from the materials collected.
