## Summary

Transport for Greater Manchester (TfGM) is currently planning the procurement process for the Metrolink/Rail Renewals & Enhancements Delivery Arrangement (MRREDA). This project, categorized under the "works" and "services" industry, aims to carry out renewals and enhancements on Metrolink and Rail networks, extending its infrastructure managed by TfGM. The procurement is in the planning stage with important dates set, including a deadline for expressing interest on 9 March 2026. The location for this project is based in Manchester, UK, and it follows a competitive flexible procedure to select suitable contracting partners. Key documentation for market engagement is available for prospective suppliers on the ProContract portal.

The MRREDA tender presents a significant opportunity for businesses involved in construction, repair, maintenance, and transportation services, particularly those focused on railway systems. With an estimated gross value of £1.6 billion and a contract period extending from 2027 to potentially 2039, larger firms and SMEs can explore this long-term growth potential. The procurement approach encourages market engagement to better understand supplier capabilities and capacity, thus offering businesses an excellent chance to partake in reactive and capital-intensive opportunities. This is ideal for companies with expertise in railway-track inspection services and construction-related services seeking innovative collaboration with TfGM.

## Notice

This procurement covers the provision of renewals and certain enhancements works on the Metrolink and Rail networks, and other works applicable to TfGM owned and/or managed infrastructure. TfGM are exploring options to procure a contracting partner or partners to meet the on-going demands of renewing and enhancing the Metrolink and Rail networks into the future funding cycle. The overriding objective of the new delivery model is to enable TfGM to deliver Metrolink and Rail renewals and enhancements as well as other schemes, in the most efficient manner from a time, cost and quality perspective. The purpose of this Market Engagement exercise is to determine market interest to inform how best to procure a contracting partner or partners to meet the programme objectives: * To determine the capabilities in the market for the intended scope of the renewal and enhancement programme; * To determine the capacity in the market to meet the intended renewal & enhancements programme * The key objectives for a new delivery model are therefore to simplify the route to market, noting the relatively tight time pressures in what is necessarily a significantly reactive capital space, and a more straightforward way of coordinating network access. All market engagement documents are available to be downloaded from ProContract once an interest is expressed, responses are to be sent via the messaging function on ProContract - ref DN770111 www.procontract.due-north.com
