## Summary

The procurement process for the contract titled "PFAS Developing Targets & Quality Standards" has been led by the Environment Agency, with the contracting authority being the Department of Environment, Food and Rural Affairs (Defra), located in London, United Kingdom. This project, classified under research services, is in the award stage and aims to derive interim thresholds for selected per- and polyfluoroalkyl substances (PFAS) to protect human health and aquatic life. The procurement was conducted through an open competition method below the threshold, and the contract, valued at £49,939.14, was awarded to Jacobs UK Ltd, starting on 14th October 2025 and concluding by 28th February 2026.

This tender presents significant opportunities for businesses specialising in environmental science and research. Companies equipped with expertise in hazard assessment and environmental quality standards will find this project particularly suitable. Smaller enterprises or those focused on providing innovative research services, especially those capable of developing thresholds for chemical substances, are well-positioned to compete effectively in such tenders. Given the project's focus on the environmental sector, it opens avenues for growth in collaboration with public authorities like the Environment Agency, enhancing prospects within the field of environmental consultancy and research services.

## Notice

This project, to be completed by February 2026, will review the readily available hazard data for several specific PFAS, required to derive thresholds for human health via consumption of fish and for the protection of aquatic life. Where sufficient relevant and reliable data is available for each of the individual PFAS considered, this will be used to derive interim thresholds for these specific PFAS using the approach outlined in the EQS (Environmental Quality Standards) guidance (EC, 2018 - Guidance No 27 - Deriving Environmental Quality Standards - version 2018.pdf). In the absence of an EQS for these substances, these interim thresholds will be used by the Environment Agency (EA) to contextualise the concentrations of these substances detected from surface water monitoring and present in discharges to water environment to help understand the potential risk associated with the concentrations detected.
