## Summary

The public procurement process for the MOPAC Victims Voice Forum for London's Black Communities involves the Mayor's Office for Policing and Crime as the buying organisation. This contract focuses on enhancing victim care and improving relationships with London's Black communities by establishing a Victims Voice Forum. The industry category is health and social work services, and the location is London, United Kingdom. The procurement has passed through various stages, starting from planning in July 2025, tendering in September 2025, and finally awarding in December 2025, with the contract signed in January 2026. The procurement method employed is an open competition below threshold regime, designed for ease of participation, and the forum is set to operate from early 2026 for an initial period of 2.5 years with possible extensions until 2030.

This tender offers significant opportunities for businesses specialising in engagement and facilitation within Black community organisations. The forum aims to specifically target and empower underrepresented victim groups, such as London's Black communities, LGBTQ+, and disabled victims. Small and medium-sized enterprises (SMEs) or voluntary, community and social enterprises (VCSEs) with experience in social work services could effectively compete, benefiting from a contract valued at up to £108,000. Organisations that possess strong community ties and expertise in fostering dialogue and trust between these victim groups and public authorities such as the Metropolitan Police Service can capitalise on this opportunity to expand their impact and presence within London's diverse landscape.

## Notice

Victim satisfaction with the Metropolitan Police Service (the Met) has not been high for some time and the Casey Review highlighted that trust needs to be rebuilt with Londoners and with victims of crime. To help achieve this, the Met is reviewing how victims are looked after when they come into contact with the police: from the first point of contact through to justice outcomes. The Met wants to provide better, more consistent victim care to rebuild lost confidence and place victims at the heart of what they do. This can only be achieved by involving victims in the improvement process, hence we are establishing the Victim Voice Forum (VVF) programme, giving a voice to specific victim groups with low trust and confidence in the police.
