## Summary

In a recent public procurement process, Stockton on Tees Borough Council engaged SWECO UK LIMITED to undertake preliminary and detailed design work for the Thornaby to Stockton Cycleway. The procurement falls under the services category of transport and highways consultancy services, with a focus on improving the cycle network between Thornaby and Stockton Town Centre. This initiative is facilitated through the Tees Valley Combined Authority's City Region Sustainable Transport Settlement, with all project expenses required to be completed by March 2027. The contracting process followed a direct award method under the NEPO212 framework to SWECO, the top-ranked contractor for Lot 9, due to the project's technical requirements. The contract was signed on August 12, 2025, and the work is scheduled from that date until May 1, 2026. The project is geographically located in Stockton on Tees, United Kingdom, specifically in the UKC11 region.

This tender offers substantial opportunities for businesses specialising in transport system design and consultancy, particularly those familiar with public infrastructure projects. Firms with expertise in detailed and complex design work for cycleways or similar projects would find this an apt opportunity to leverage their skills and establish their capabilities in design consultancy within the UK public sector. Additionally, projects like these can lead to future engagements, positioning successful bidders as preferred suppliers in ongoing or upcoming urban development and infrastructure enhancement initiatives. The NEPO framework facilitates this opportunity by lowering barriers to access for qualified suppliers, ensuring that proficient mid-sized and large companies can partake in such significant public contracts.

## Notice

Stockton Borough Council has been successful in obtaining funding from Tees Valley Combined Authority's City Region Sustainable Transport Settlement, which included an allocation for improvements to the Cycle Network between Thornaby and Stockton Town Centre. The deadline for the funding stipulates that all spend must be made and the project completed by March 2027. Initial concept design work was completed by Sweco at the beginning of 2025, and we now require preliminary and detailed design work to be undertaken. Sweco have also recently completed detailed design for an adjacent Thornaby Town Deal Cycleways project and there are overlaps between the two schemes. Sweco were asked to provide a quotation as the 1st ranked supplier on Lot 9 and their returned fee proposal and activity schedule have been reviewed and evaluated. Sweco's fee proposal has been reviewed arithmetically and technically and rates used are in compliance with the NEPO framework. Due to the extent, complexity and estimated value of the capital works at outline design stage the hourly rates and hours submitted are realistic and proportionate for the works.
