## Summary

The public procurement process under consideration involves a national pilot conducted by the Welsh Government, with the title "National pilot to test the AOEA accreditation criteria with school and LA practitioners". The overseeing body, Llywodraeth Cymru/Welsh Government, is situated in Cardiff, United Kingdom, and operates under Welsh devolved regulations. This procurement pertains to the services category within the education sector, specifically targeting primary and secondary education services. The process is in the 'Award' stage, dated 30th July 2025, with the contract period running from 31st July 2025 to 31st July 2027. The procurement method was direct, executed below the threshold without competition, reflecting a niche requirement for the specific services provided by the Association of Education Advisers Organisation.

This tender presents a unique opportunity for educational advisory businesses specialising in accreditation systems and school improvement initiatives. The contract focuses on leveraging the proprietary AOEA accreditation system, thereby offering openings for entities adept at education consultancy and accreditation processes to demonstrate their prowess. Organisations with a robust understanding of school system leadership and local authority school improvement methodologies stand to gain from engaging in this process. As the project covers the entire expanse of Local Authorities across Wales, businesses involved can expect substantial exposure and growth potential by contributing valued expertise in shaping the accreditation framework that will ultimately benefit educational professionals and institutions throughout the region.

## Notice

Welsh Government are looking to gain the services of AoEA to conduct a pilot programme using their own developed accreditation system which allows appropriately senior education professionals to demonstrate understanding, competence, skills and knowledge in effective advice and support to schools. The objective of this pilot is to have 44 practitioners from across all Local Authorities in Wales who will test the programme in depth and will complete their accreditation by the Summer Term 2027. The pilot will include a mixture of school based system leaders and local authority based school improvement professionals.
