## Summary

The procurement process conducted by Peterborough City Council involves the removal of mechanical and electrical systems from the second floor of the Town Hall, located in Peterborough, UK, under the industry category of construction work. The contract is identified as "Town Hall Mitigation Works" and has been awarded to JEAKINS WEIR LIMITED. Marking the completion of the tender stage, the award was finalised on 28th May 2025, with the contract period running from 30th June 2025 to 29th June 2026. This procurement falls under the "Below threshold - unknown" method and aligns with the legislation UKPGA 2023/54.

This tender presents significant growth opportunities for businesses skilled in construction, particularly those specialising in structural risk mitigation. SMEs like JEAKINS WEIR LIMITED, which engaged in this project, are well-suited to leverage their expertise in works related to structural safety and construction. Involvement in such a high-profile public authority project can enhance a company's portfolio and provide a pathway for access to future contracts within the public sector. Businesses with capabilities in handling complex structural assessments and installations would find themselves well-positioned to compete in similar tenders.

## Notice

Following the identification of High risk RAAC within the Mansard extension (the 2nd floor) of the Town Hall, as classified under the IstructE (Institution of Structural Engineers) guidance, the second floor was isolated from use. To further support an evaluation of risk a series of internal investigations have then been undertaken to identify the implications of a single and multiple RAAC collapse. The findings of the investigation confirm that the current floor construction (the roof of the original 1930's building) was never designed to accommodate dynamic loads resulting from a panel failure of this magnitude. The RAAC panels in question span significant distances and are of considerable mass; should one or more panels fail without warning, which is the nature of RAAC, the resulting impact load could therefore exceed the second floor's load-bearing limits causing the floor structure to fail. This could lead to a cascading effect to the floors below. These findings necessitate risk mitigation measures to prevent any potential structural failures and ensure the safety of the building occupants below this area.
