## Summary

The procurement process for the Sustainable Estates Solutions Framework Agreement is currently in the planning stage, spearheaded by Surrey & Boarders Partnership NHS on behalf of NHS Commercial Solutions. The initiative targets public sector organisations, including NHS Trusts and local authorities aiming to enhance sustainability and support net-zero targets. Suppliers are invited to participate in a Preliminary Market Engagement exercise by 8th August 2025 to express interest and capabilities across five key lots, ranging from consultancy services to power generation and storage. This engagement is strictly informational and is not a call for competition. The main procurement category is works, and the value of the framework is estimated at £2 billion, with a potential total of £2.4 billion including VAT.

This framework presents a significant opportunity for businesses specialising in construction, environmental services, energy management, and consultative engineering. Small and medium enterprises (SMEs) are encouraged to participate, with the framework designed to include them in the bidding process. Businesses involved in building installation work, solar energy, and energy management services will find particularly fitting opportunities. The contract period is slated to begin on 2nd December 2025, running initially until 1st December 2027, with the option for renewal extending possibly until 1st December 2033, allowing firms to plan long-term involvement and growth in the public sector. Being part of this sustainability-focused framework can also boost a company's profile in supporting climate change mitigation efforts.
