The Council and its ancillary arms (such as arm's length bodies and/or wholly or partly owned subsidiaries and partner organisations) tendered for a contract for good quality, safe, range and value for money Furniture, Fixtures and Fittings for its Early Years Educations Settings and Temporary Residential Accommodation This service is provided as part of the Authority's legal and statutory obligation to provide the necessary equipment and services to support its vulnerable residents of varying age groups as prescribed by these legislations: * Children Act 1989 & 2004 * Children (Leaving Care) Act 2000 * Statutory Guidance on Securing Sufficient Accommodation for Looked After Children 2010 * Guidance on the Provision of Accommodation for 16 & 17-year-old young people who be homeless and/or require accommodation 2010 * Housing Act 1996 * Homelessness Reduction Act 2017 * Childcare Act 2006 The Authority is tendering for Furniture, Fixtures and Fittings requirements for Lots as follows: Lot 1 - Window Protection and Covering Lot 2 - Outdoor Equipment Protection and Covering Lot 3 - Indoor Equipment Protection and Heuristic Play Lot 4 - Indoor Staff and Reception Room Furniture Lot 5 - Residential Accommodation Furniture - including living and dining The Contractors shall deliver the service to the Authority covering multiple locations around the Borough. The contract is for 4 years with an option to extend for up to 1 year

### Planning Information

The London Borough of Barking and Dagenham (LBBD) will be procuring a Contract for Furniture, Fixtures and Fittings for Early Years Educations Settings and Temporary Residential Accommodation. This service is provided as part of the Authority’s legal and statutory obligation to provide the necessary equipment and services to support its vulnerable residents of varying age groups as prescribed by these legislations: 
• Children Act 1989 & 2004 
• Children (Leaving Care) Act 2000 
• Statutory Guidance on Securing Sufficient Accommodation for Looked After Children 2010 
• Guidance on the Provision of Accommodation for 16 & 17-year-old young people who be homeless and/or require accommodation 2010

The provision of this Contract is to ensure that the Authority and its ancillary arms (such as arm’s length bodies and/or wholly or partly owned subsidiaries and partner organisations) provides good quality, safe, range and value for money Furniture, Fixtures and Fittings to its Early Years Educations Settings and Temporary Residential Accommodation including but not limited to the hostels and temporary voids units acquired for use as temporary accommodation as part of the Authority’s legal and statutory obligation to provide the necessary equipment and services to support all its vulnerable residents of varying age groups. The Authority is tendering for Furniture, Fixtures and Fittings requirements for Lots as follows:
Lot 1 - Window Protection and Covering
Lot 2 - Outdoor Equipment Protection and Covering
Lot 3 - Indoor Equipment Protection and Heuristic Play
Lot 4 - Indoor Staff and Reception Room Furniture
Lot 5 - Residential Accommodation Furniture
The Council invites suitably qualified service providers to attend a virtual market engagement event where it will present the expectation of the provision and to have a discussion with current and potential providers of this service. The event will be held between 12 noon and 1.30pm on Thursday 4th September 2025 virtually via MS Teams.
This event will offer an opportunity to inform providers of the Council’s requirements of the service, its competitive tendering process and timetable for procurement. There will also be opportunity for providers to seek clarity on the model, ask questions and make comments where appropriate.

This exercise is not part of any pre-qualification or selection process. Any procurement of any services, supplies or works by the Council in due course will be carried out strictly in accordance with the provisions in the Procurement Regulations
