## Summary

North Somerset Council has awarded a contract titled "End of Life & CHC Health Care funded Contracts" under the Health Care Services Provider Selection Regime (PSR) Regulations 2023. This procurement process falls outside the scope of the Public Contracts Regulations 2015 and the Procurement Act 2023. Focused on health services, this contract aims to promote collaborative working and streamlined domiciliary care services within the UKK12 region, specifically Weston-super-Mare, North Somerset. The tender was awarded through a limited procurement method without prior publication, reflecting the patient choice criteria. The contract was signed on 7th July 2025, with the award notice published on 4th August 2025, marking the transition to the award stage with Poppy's Homecare Limited as the supplier.

This tender presents business growth opportunities for enterprises specialising in health services, particularly small and medium-sized enterprises (SMEs) that can provide collaborative health care solutions. Businesses with expertise in offering tailored health services and capable of adapting to patient preferences would be well-positioned to compete. The contract award prioritising patient choice underlines the significant demand for flexible, patient-oriented care providers. Given this regulated procurement environment, businesses focusing on bespoke or adaptable care packages may find advantageous entry points into government-funded health service provisions.

## Notice

North Somerset Council commissions health care services (End of Life and CHC) on behalf of the local ICB. This promotes collaborative working and streamlined domiciliary/health care services.

### Lot Information

Lot 1

North Somerset Council commissions health care services (End of Life and CHC) on behalf of the local ICB. This promotes collaborative working and streamlined social/health care services. North Somerset Council has contracts with strategic providers, procured under the PCR2015 in 2023 for the delivery of Domiciliary Care Services which includes End of Life and CHC provision. In the majority of cases any health care requirements will be picked up by the NSC strategic providers. The health care element is a small part of the overall domiciliary care contracts and therefore the mixed procurement definition applies and the PSR regulations do not apply. In some instances, for reasons of patient choice and/or in the best interests of the patient/service user, a different provider was requested to deliver the health service. This patient was already receiving services from the provider as part of a private package, and has now become eligible for CHC funding and wishes to remain with their existing provider. This is a contract award via Direct Award Process B of the Provider Selection Regime for reasons of patient choice/best interests.

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award notice. This contract has been awarded under the Health Care Services (PSR) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 and the Procurement Act 2023 do not apply to this award,
