## Summary

The Vale of Glamorgan Council has extended its Dynamic Purchasing System (DPS) to procure passenger transport services, excluding local bus services, until 31 July 2026. This extension enables collaboration with Cardiff Council to develop a joint DPS. The procurement is currently in the tender stage, with organisations invited to submit a Pre-Qualification Questionnaire to join the DPS. Successful applicants will partake in mini-competitions, offering services such as Mainstream and Additional Learning Needs School Transport. The procurement category is services, with a CPV classification of public road transport services. The process is conducted via an open procedure, and electronic submissions are accepted until the DPS confirmation on 31 July 2026. The procurement budget is valued at £1,250,000, with submissions conducted in English and Welsh, covering Cardiff and Vale of Glamorgan regions.

This tender presents significant growth opportunities for businesses specialising in passenger transport services tailored to schools and special needs. Enterprises capable of maintaining high-quality service delivery while being competitively priced will be well-suited for this contract, given the award criteria prioritising quality at 30% and price at 70%. Participation in the DPS could foster long-term collaborations with the regional councils, making it an attractive prospect for businesses keen on expanding their footprint in public transport service provision. Moreover, as the DPS will evolve into a joint system with Cardiff, successful businesses can anticipate increased demand and broader scope in the future.
