## Summary

Shropshire Council is facilitating the development and resourcing of targeted early help short breaks for children with disabilities. The procurement seeks service providers to offer enriching experiences that support children and their families in Shropshire. The initiative encompasses after-school programs, weekend events, school holiday engagements, and overnight stays, designed to foster independence, confidence, and social skills. The contract, classified under social work and related services, will commence on 1st April 2026 for an initial term of three years, with an optional extension of up to two further years. This procurement is allocated to the "Award" stage with Shrewsbury Town Foundation as the supplier. Located in the UKG22 region, the procurement follows an open procedure under the light touch regime, contributing to a projected contract value of £833,500 for the services provided.

This procurement offers substantial business growth opportunities, particularly for organisations specialising in social services for children with disabilities. Businesses with expertise in delivering adaptable, choice-driven service models, and those which can integrate with existing services for early intervention, are well-suited to compete. Enterprises that focus on co-production and partnership working will have an advantage in creating impactful, responsive offerings. Given the SME and VCSE suitability criteria, smaller businesses or those in the social enterprise sector may benefit from participating in this procurement. The emphasis on quality and social value, along with the allocated budget, supports organisations aiming to expand their portfolios in community services and develop a robust presence in Shropshire's social work sector.

## Notice

This is a notice for the Development and Resourcing of Provision for Targeted (Early Help) Short Breaks for Children with Disabilities. Shropshire Council commissions a variety of Short Breaks services aimed at supporting children and young people with disabilities up to the age of 18. These services are designed to offer enriching experiences for children while provide parents and carers with a break. Short Breaks encompass a broad spectrum of activities, including after-school programs, weekend events, school holiday engagements, and overnight stays. They provide valuable opportunities for children to develop independence, confidence, and social skills within and outside their families. Following a recent review, parents and families highlighted the importance of a Short Breaks service that offers flexibility, choice, and accessibility. An evolving model needs to be able to adapt to families' changing needs, connect with other services, and facilitate resilience and early intervention where possible. Co-production, clear communication and partnership working is key to promoting activities and ensuring services meet need. All-in Short Breaks are part of our Early Help services. They are available to children aged up to their 18th birthday who live in Shropshire and have a disability that prevents them accessing universal services without additional support. The aim of the programme is to offer a range of opportunities for All In Sport, Arts and Culture, Social Connectivity, Independence building and friendships. The contract will be for an initial period of 3 years commencing on the 1st April 2026 with the option to extend for a further period of up to 2 (1+1) years.
