## Summary

The Countess of Chester Hospital NHS Foundation Trust, located in Chester, United Kingdom, is in the process of awarding a framework agreement for the "Provision of Insourced and Outsourced Clinical Services Framework" under the Health Care Services (Provider Selection Regime) Regulations 2023. This procurement falls under the health services industry category and involves the establishment of a framework agreement that includes two lots: Insourced Clinical Services and Outsourced Clinical Services. The competitive process was conducted using a limited procurement method without the prior publication of a call for competition. Notably, the formal conclusion of this framework agreement took place on 14 May 2026, with Key Performance International Healthcare Ltd being awarded Lot 2. The framework agreement is set to cover a period and operate until 31 August 2029, with an estimated total value of £100 million, albeit without any commitment to award call-off contracts.

This tender presents substantial opportunities for businesses in the healthcare sector, specifically those offering surgical and medical specialties in line with NHS standards. Companies involved in clinical services, particularly those that can deliver services either on the premises of contracting authorities or externally, would be well-suited to compete under this framework. As new providers can be added during the framework's term, businesses can leverage this opportunity for long-term engagement and potentially diversify into various specialties recognized by Surgical and Medical Royal Colleges. With the framework open to various regions in the UK, this offers significant scope for expansion and collaboration within the NHS infrastructure, providing a platform for growth and enhanced service delivery in the healthcare sector.
