## Summary

BlueLight Commercial Limited, based in London, has completed a procurement process for the establishment of a multi-supplier framework designed to provide Open Source Intelligence (OSINT) software for social media screening. The process, which followed a competitive flexible procedure, has culminated in the award stage with contracts active and effective as of 17th April 2026. The awarded suppliers, Neotas Limited from London and Fivecast PTY Limited from Adelaide, are set to service this needs across various UK Police Forces and other public sector agencies. The framework, valued at £40 million, spans a period of four years concluding on 16th April 2030. This initiative is aimed at enhancing police vetting procedures by automating social media checks, thereby improving the efficiency and accuracy of intelligence gathering.

This tender presents substantial growth opportunities especially for small and medium enterprises (SMEs) that specialise in software development and digital intelligence. The framework requires solutions capable of supporting a wide array of law enforcement and public sector agencies, providing a platform for these SMEs to expand their market reach and client base. Businesses with expertise in automated data solutions, digital security, and social media analytics stand well-suited to leverage this opportunity, helping them to grow within the UK public sector landscape. The procurement, held under the guidelines of the Government Procurement Agreement (GPA) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), promises consistent demand for innovative intelligence software solutions.

## Notice

BlueLight Commercial has established a multi-supplier Framework for the provision of open-source intelligence (OSINT) software for social media screening. The Framework Agreement will be available for use by all UK Police Forces and other agencies. BlueLight Commercial work in collaboration with blue light organisations to maximise commercial benefit to UK emergency services. Police vetting teams are responsible for ensuring that individuals applying for roles within policing, law enforcement partners, or other security-sensitive positions meet the highest standards of integrity, reliability, and trustworthiness. Vetting procedures routinely include examining an applicant's digital footprint, social media activity, affiliations, and behavioural indicators that may reveal potential risks. The current vetting process is labour-intensive and reliant on manual searches carried out across disparate systems and online systems. The implementation of an OSINT solution aims to transform the police vetting process by addressing existing inefficiencies, enhancing the accuracy of intelligence gathering, and ensuring consistent application of vetting standards across all teams. Automated data collection, cross-referencing, and intelligent risk flagging will minimise the potential for human error, ensure that critical intelligence is not overlooked, and allow for faster, evidence-based decision-making. The Framework Term shall be for a period of 4 years with no option to extend.
