## Summary

Cambridge City Council has completed a public procurement process for a comprehensive stock condition survey of its own housing stock and other buildings. The contracting authority aimed to ensure detailed data collection to support effective investment planning and compliance with relevant regulatory requirements. The procurement method used was an open procedure, with the main industry category being architectural, construction, engineering, and inspection services. The contract was awarded on 8th May 2026, and its period extends from 27th May 2026 to 26th May 2031. The services are to be delivered in the region of Cambridge, United Kingdom.

This opportunity presents significant business growth prospects, particularly for small and medium-sized enterprises (SMEs) in the construction, engineering, and inspection sectors. The contract is tailored for businesses capable of managing comprehensive survey programmes and delivering high-quality reports crucial for maintaining property standards. The open procedure encourages diverse participation, potentially benefiting companies experienced in large-scale data management and those with innovative methodologies to enhance value for money and efficiency in property maintenance programmes.

## Notice

Cambridge City Council is seeking a provider of planned stock condition surveys for its own housing stock and other buildings. Cambridge City Council seeks to implement a comprehensive stock condition survey programme for its existing Council-owned housing and other building types. The purpose of the service is to carry out stock condition surveys and record the condition of property, so the Council has up to data on which to base investment plans and produce accurate reports on property condition.

### Planning Information

Market Engagement - Stock Condition Surveys
The Council is currently reviewing how it delivers Stock Condition Surveys across its housing portfolio of over 7,600 homes. Ensuring accurate, up-to-date condition data is essential for compliance, effective asset planning, and maintaining homes that meet residents' needs.
To support this, we are preparing to go out to market and are hosting a market engagement session with prospective bidders. The session is a face to face and will be held at the Meadows Cantre, 299 Arbury Road, Cambridge CB4 2J, on Thursday 11th September from 2.30 - approx. 4.30pm. Please ensure that you notify the council of your interest via the portal. There should be no more than THREE (3) attendees from each organisation
Our objectives include:
• Clearing the existing backlog through a one-year, fully outsourced programme.
• Maintaining data quality through a five-year rolling outsourced programme covering ~1,500 properties annually, with potential extension up to seven years.
The estimated value of the programme is £80-£130 per property, translating to around £155,000 per year or £777,000 over five years. We are open to refining this based on real-world delivery models, efficiencies, and innovations identified through engagement with the market.
What We Want to Explore
The session is an opportunity to:
• Test the feasibility and attractiveness of the delivery model.
• Understand what a realistic, efficient, and high-quality delivery programme could look like.
• Discuss potential routes to market (framework, DPS, open tender).
• Explore mobilisation timelines, risks, and early considerations (e.g. data management, access, performance, TUPE - though TUPE is unlikely).
Next Steps
The Council is aiming to mobilise this work before Christmas 2025, so pace is important. This engagement will inform our final specification, procurement route, and delivery expectations.
We invite suppliers and partners with relevant experience to attend, share their insights, and help shape the future of stock data collection in Cambridge.
