## Summary

Derbyshire County Council, in collaboration with Derby City Council, Nottingham City Council, and Nottinghamshire County Council, has procured a framework for residential placements for children in care across the D2N2 boundary. This initiative, titled "CCS072 Children in Care Provision (D2N2) - Residential Placements," falls under the health and social work services industry category. The procurement process began with a market engagement in April 2025, followed by an open procedure with a total budget estimated at £300 million. The procurement concluded with an award notice issued on 30 January 2026, with the framework set to commence on 1 April 2026. The contracting stage is currently at the award stage, with the framework active for a potential eight-year term, subject to renewals and governance approval across the involved councils.

This tender presents substantial opportunities for businesses, especially those specialising in Ofsted-registered residential care services. With the framework explicitly supporting SMEs and VCSEs, smaller enterprises and social enterprises in health and social work services can benefit. The framework aims to address gaps and shared challenges by providing stable and locally tailored placements for looked-after children, thus demanding high-quality, innovative care solutions. Companies experienced in delivering high-quality residential care services could find significant growth opportunities by participating in this collaborative framework, enhancing service quality and availability within the region.
