## Summary

Leicester City Council initiated a procurement process for the provision of Air Quality Modelling services, aimed at enhancing the city's ability to monitor and reduce pollution levels. This tender, categorised under IT services, was initially published on 14 August 2025, with the tender period ending on 29 August 2025. Despite progressing to completion, the contract award was ultimately cancelled on 9 April 2026 due to the bid exceeding the available budget after addressing compliance issues. The procurement was open to competition below the threshold, and the council plans to re-approach the market with a revised budget. The services would be delivered within Leicester, United Kingdom, utilizing an open procurement method.

This tender presents a substantial opportunity for businesses specialising in IT consulting and software development, particularly those experienced in environmental data management and modelling solutions. SMEs with capabilities in building integrated systems for data handling and modelling, especially those that can be accessed remotely via the internet, would find this tender well-suited to their offerings. Companies that can deliver solutions within a specified budget, while meeting quality criteria, are encouraged to engage with such future procurement processes initiated by sub-central government public authorities like Leicester City Council, as this could lead to significant growth and long-term engagements.

## Notice

Leicester City Council has a statutory duty to monitor and report on the state of Air Quality within the city. The information collected by its monitoring networks are used to implement measures to reduce pollution levels, particularly of nitrogen dioxide and particulate matter (PM10 and PM2.5). These monitoring results are also used to provide responses to planning applications, in Annual Status Reports (ASRs), and to provide responses for internal and external enquiries. Leicester City Council would like an integrated system for its officers to be able to perform air quality dispersion modelling using meteorological data from its meteorological mast measurements and emission inventory databases. Ideally this solution would include time series data handling, emission inventories, and an option to perform dispersion modelling. Ideally the solution would be easily accessible from the internet to allow access anywhere. The solution must be able to collect meteorological data from LCC's met mast equipment and store it in a safe environment that is accessible to LCC staff and can then be used to perform dispersion modelling.
