## Summary

The Low Pay Commission recently completed a procurement process for a research project titled "Low Pay Commission call for research on workers' experiences of low-paid work", awarded to YouGov PLC. This contract aims to produce a comprehensive study on workers’ experiences earning near the National Living Wage, to be completed by the Spring of 2026. The procurement, managed by the Low Pay Commission located in London, UK, fell under the industry category of research and development services, valued at £24,895, with YouGov PLC serving as the supplier. The procurement method was an open competition below the threshold, and the final contract, signed on 6th October 2025, now holds an active status.

This tender offers significant opportunities for businesses specialising in research and consultancy services, particularly those focusing on social research and public policy. Firms with strengths in data collection and analysis, and delivering insights on labour market dynamics, stand well-positioned to compete in such tenders. While the project has been awarded, similar opportunities may arise that require expertise in conducting large-scale surveys and engaging with diverse demographic groups, benefiting businesses of any size, especially small and medium enterprises and voluntary, community and social enterprises that align with public authority requirements.

## Notice

We are looking to commission a piece of research surveying workers on their views and experiences of working in jobs that pay at - or close to - the NLW. This will bridge the gap between the LPC's broad programme of stakeholder engagement and our internal analysis of large, national datasets. The commissioned research will provide a representative and quantifiable snapshot of workers' views, reaching a diverse group of respondents. This work will help to provide the Commission with a rounded picture of low-paid workers' living standards and experiences. This call is for funding up to PS25,000 + VAT and is for one project only. The project will be completed by the Spring of 2026.
