The purpose of this procurement is to appoint multiple suppliers across four Lots for the Provision of Civil Engineering Works and related services, across Northern Ireland with no specific geographical restrictions, may include but not limited to as follows: Lot 1 New Build Substations in Greenfield and Brownfield Locations, * Site Clearance * Site Investigation * Switch Houses * Control Rooms * Painting * Building Services * Piling * Tx Bunds and Firewalls * Boundary Walls * Structure Foundations * Structural Steel provision and installation * Concrete Cable Trenches - In-Situ, Precast, GRP * Site compounds and surfacing * Various specifications of Fencing and gates * Drainage, Ducting and Earthing * Landscaping * Design Lot 2 Refurbishment Works within existing Live Substations, * Site Investigation * Switch Houses * Control Rooms * Painting * Building Services * Piling * Refurbishment / alterations to existing buildings * Demolition of buildings, concrete and steel structures, bases etc. * Tx Bunds and Firewalls * Boundary Walls * Structure Foundations * Structural Steel provision and installation * Concrete Cable Trenches - In-Situ, Precast, GRP * Site extensions, compounds and surfacing * Various specifications of Fencing and gates * Drainage, Ducting and Earthing * Landscaping * Design Lot 3 Miscellaneous Works on Secondary Live Substation Buildings and Kiosk Foundations, * Alterations to concrete floors to accommodate new equipment and cabling * GRP Trench Covers and components * Structural Steel provision and installation * Installation of Security Doors * Roof Surveys, repairs and replacement * Vent installations * Earthing * Painting * Demolition of Existing Buildings * Various specifications of Fencing and gates * Landscaping * Concrete Foundations * Block Work * Pre-cast Concrete slab and lintels * Site compounds and surfacing Lot 4 Dayworks (Miscellaneous Minor Works) * Miscellaneous Civil Works in both Main, Primary and Secondary Live Substation locations to include: - o Security Doors o Roofing o Site Clearance o Demolition o Landscaping o Site compounds and surfacing o Various specifications of Fencing and gates o Drainage, Ducting and Earthing o Phase 2 finishing works to Kiosk Foundations NIE Networks estimates the value of the Contract to be in the region of PS83 million for the full 8 year period. Call off contracts for each Lot will be appointed as outlined in Appendix C - Call Off Procedure of the ITT document.

### Lot Information

New Build

The construction of new build transmission and distribution substations on Greenfield and Brownfield sites located in various locations throughout Northern Ireland. Note that during phasing of the works the substations will become part of the electricity network and therefore live at specific voltage. Works will include: - * Pre-construction surveys including ground investigation and topographical * Site Clearance and investigation * Switch House and Control Room Construction * M & E * Transformer Bund Construction * Firewalls * Concrete Foundations for Structural Steelwork * In-situ and Pre-formed Cable Trenches * Compound and Road makeup * Drainage, Ducting and Earth Installation * Fencing Awards under Lot 1 will be determined via the Call-off Procedure.

Options: Framework Agreements for all Lots will be for an initial 48 month period, with two potential extension periods, each at NIE Networks' discretion, of up to 24 months each. Alternatively, an extension may also be granted for the full 48 month period, at NIE Networks' discretion

Miscellaneous works on live secondary distribution substations and the construction of Kiosk foundations to support electrical substation equipment in various locations throughout Northern Ireland. Works will include: - * Structural alterations to existing load bearing walls * Structural alterations to existing cable chases and flooring * Installation of structural steelwork to support equipment and flooring * Replacement of Security Doors * Roof Investigation and Replacement * Construction of foundations and substructure walls to support new electrical equipment * Enabling works including breaking out redundant bases * Siteworks including earth installation, fencing, surfacing and finishing works * Demolition Awards under Lot 3 will be determined via the Call-off Procedure.

Works will include: - * Replacement of Security Doors * Roof Investigation and Replacement * Remedial works to guttering and down pipes * Minor civil alteration works to existing substation buildings * Enabling works including breaking out redundant bases * Siteworks including earth installation, fencing, surfacing and finishing works Awards under Lot 4 will be determined via the Call-off Procedure

NIE Networks Ltd would like to invite interested parties to express and register their interest in attending a PME briefing event, which will be held via Zoom on Thursday 28th August 2025 at 9.30 am.
At this PME briefing event, NIE Networks Ltd will provide interested parties with an overview of the requirements, objectives, proposed approach to the forthcoming procurement and anticipated timelines.
