## Summary

Plymouth CAST has completed an open procurement process for statutory testing, servicing, and reactive repair services. PHP Law LLP managed the tender process on behalf of Plymouth CAST, a public authority within the sub-central government in the United Kingdom. The contract, valued at £16.5 million, encompasses mechanical, electrical, and specialist system maintenance, reactive maintenance, and 24/7 emergency support across its facilities in the UKK region. The procurement proceeded through planning, tender, and culminated in the award phase on 5th January 2026, with the service contract set to commence on 1st April 2026, lasting until 2031 with options for up to two extensions of one year each.

The awarded contract presents substantial growth opportunities for businesses specialising in maintenance and facilities management services. Suitable contenders are those with established competencies in compliance maintenance, reactive management, and project delivery across multiple sites, particularly within the education sector. With the inclusion of options for additional services and new school inclusions, companies have prospects to expand their offerings and strengthen partnerships within public sector contracts. LORNE STEWART PLC, a large-scale supplier, emerged as the principal contractor, indicative of the competitive nature of bidding favouring firms with extensive service delivery models ensuring compliance and high-performance standards.

## Notice

The Client was seeking to appoint a single Principal Contractor to deliver the full scope of Service Level Agreements (SLAs) outlined in the specification, which includes: a. Statutory compliance maintenance and Planned Preventative Maintenance (PPM) across in-scope mechanical, electrical and specialist systems (see Detailed Technical Specification for SLA Provision and other appendices). b. Reactive maintenance in line with the response model in Response Times. c. Technical support and management of specialist subcontractors engaged under this Contract. d. 24/7 operations support for emergencies. e. While elements of the service may be subcontracted, the Contractor will remain the sole point of contact for the Client and will retain full responsibility for the coordination, management, and successful delivery of all aspects of the contract. The Contractor must: a. Ensure and provide proofs that all employees and subcontractors meet and maintain the required standards of competence, compliance, and performance. b. Maintain clear and consistent communication with the Client, regardless of subcontractor involvement. c. Be accountable for all service outcomes, including timeliness, quality, and statutory compliance. d. Provide a unified reporting structure and escalation process for all services delivered under the contract. e. This approach is intended to ensure streamlined communication, efficient contract management, and clear accountability throughout the duration of the agreement.
