## Summary

Westminster City Council has completed the procurement process for the "Westminster Connects Hot Meals Service," aimed at providing a hot meals service for vulnerable residents aged 65 and over living in the Westminster area. The service will run over the winter of 2025/26, focusing on enhancing health, well-being, and reducing social isolation among the elderly population. The procurement was conducted under an open competition below the threshold, classified under services like meals-on-wheels and welfare services for the elderly. The contract was awarded to Care Premier Ltd, with a contract period starting on 3rd November 2025 and concluding on 2nd November 2026, with an optional six-month extension possible. This initiative falls under the "light touch" regime, ensuring compliance with specific security and quality standards as outlined by the council.

This tender represents a significant opportunity for growth, particularly for small and medium enterprises (SMEs) like Care Premier Ltd, as it involves providing an essential community-based service with substantial engagement with vulnerable groups. Companies specializing in meal delivery services or welfare support for the elderly are ideally positioned to benefit from such contracts. The demand for culturally diverse meal options and the requirement for associated welfare checks present unique challenges and growth opportunities for businesses capable of delivering high-quality, tailored services while enhancing community well-being. Providers are encouraged to explore innovative logistics and engagement strategies to maximise their reach and service delivery within this framework, tapping into the predictable revenue streams available from the local authority.

Choice and control are an important element of the service. The provider must ensure, wherever possible, that throughout service provision, residents can choose how their needs are best met. Choice could mean, but not limited to: o Dining at home via hot meal delivery or being supported to access a hot meal in a community-based location. o Days of the week that residents access the hot meals. o Meals options must include cultural (e.g. Kosher, Halal) and dietary preferences (e.g. diabetic friendly, textured meals) Security of data - The provider must collect, monitor, and store data by adhering to the council's data security requirements
