## Summary

The award process for the SEND Cluster Model Transformation contract has been completed by Stoke on Trent City Council, with WHOLE EDUCATION LTD appointed to deliver the SEND School Improvement Programme. The procurement focuses on the education and training services category, aiming to transform the approach to Special Educational Needs and Disabilities (SEND) in Stoke-on-Trent. This programme, funded by the Council's Transformation Budget, seeks to develop sustainable capacity within schools to better serve children with SEND, whilst reducing reliance on statutory processes. The contract, signed on 19th February 2026, will span from 4th March 2026 to 1st February 2029, with a total value of £123,186 gross. The procurement was conducted under an open competition method below the threshold, reflecting its emphasis on inclusivity and cultural change across educational settings.

This tender presents significant opportunities for businesses specialising in educational services and consultancy, particularly those with expertise in SEND strategies. It invites collaboration among providers capable of offering comprehensive programmes integrating in-person and virtual delivery, focusing on inclusive leadership, coaching, and peer review. Businesses that can deliver tailored consultancy, align with strategic priorities, and provide innovative digital tools for performance monitoring would be well-positioned to compete in such tenders. The programme’s emphasis on cultural change and system-wide sustainability necessitates a business with a proven track record in strategic leadership and inclusive practice within the education sector, offering a pathway for growth and expansion in public sector contracts.
