"description": "This Preliminary Engagement Notice is being issued for the primary reason of seeking information from the market ahead of launching the anticipated TfL Rapid Re-Let Project procurement. Engagement is being sought via a Market Sounding Questionnaire (MSQ) which aims to gather feedback from potential suppliers including, but not limited to market interest and capability and risks and issues. To participate in this early market engagement, organisations are required to access and submit a response to the MSQ via Microsoft Forms using this link: https://forms.cloud.microsoft/e/zDs6sji1cv If you would like to receive a pdf copy of this MSQ (for information purposes only (so you can review the background information and questions to determine whether you wish to complete the questionnaire in MS Forms) then please email Morrilyn Bakarr at MorrilynBakarr@tfl.gov.uk and Madeleine Shermer at madeleineshermer@tfl.gov.uk Further details on the TfL Rapid Re-Let Project and guidance on how to complete and return a response to the MSQ can be found by clicking the above link. Please note the deadline for submitting an MSQ response is 12:00pm (noon) 19th June 2026. TfL also reserves the right to conduct further rounds of preliminary market engagement in relation to this project and TfL may conduct one to one discussions with organisations to explore and better understand their responses to the MSQ.",

"title": "Rapid Electric Vehicle Charge Points Delivery (TfL Rapids Re-Let Project)",
"description": "In 2017, Transport for London (TfL) awarded a framework agreement for the delivery of Rapid Electric Vehicle Charge Points (EVCPs). Between 2018 and 2021, approximately 300 50kW rapid chargers were installed across TfL, borough, and private land sites. Of these, 142 EVCPs were delivered on TfL highways and land, comprising a mix of taxi-dedicated and publicly accessible EVCPs. TfL was responsible for the enabling works (such as site design, power connections, and civil engineering) to prepare locations for EVCP installation. The supply, installation, operation, and maintenance of the EVCPs is carried out by the charge point operators appointed under the framework agreement. To ensure continuity of service, TfL plans to tender the ongoing operation and maintenance of the rapid EVCPs at these sites. TfL conducted a first round of preliminary market engagement in relation to the TfL Rapid Re-Let Project in August 2025. This engagement gave us valuable insight to understand the market interest in taking over the operation and maintenance of the rapid re-let charging infrastructure . In addition, it gave us insight to understand the market's appetite to retain the existing network of taxi-dedicated EVCPs and better understand the perceived risks regarding this approach. Having considered all the feedback from the preliminary market engagement to date, this new MSQ aims to explore options for operating and maintaining the current network, delivering targeted upgrades and network improvements. It is also intended to gauge market interest , understand what delivery and commercial models are most attractive to suppliers, and assess which solutions would be commercially viable.",
