## Summary

The South East Wales Corporate Joint Committee is spearheading a procurement initiative titled "Solar PV Collective Purchasing 2" aimed at climate emergency and decarbonisation efforts across South East Wales. This procurement is currently in the planning stage, with a particular focus on the energy and related services sector. Interested parties are encouraged to participate in preliminary market engagement, which must be completed by 6th October 2025. The project involves local authorities from regions including Cardiff (UKL22), and it is anticipated that the contract will commence on 15th January 2026, running for an initial term up to 14th January 2027, with a possible extension to 2028. The procurement process seeks to determine supplier interest and capacity for a proposed concession contract supporting the roll-out of solar photovoltaic systems, battery storage, and EV chargers in residential and community settings.

This tender presents significant opportunities for growth, particularly for SMEs and VCSEs in the renewable energy and installation sectors. The initiative not only supports broader environmental objectives but also offers local businesses the chance to engage in a collective purchasing scheme, potentially increasing their market exposure and customer base. Businesses specialising in solar panel installation and associated services such as management, energy services, and roof-covering work will likely find the tender aligns perfectly with their capabilities. Furthermore, the winning contractor will manage a platform allowing third-party suppliers to bid for installation projects, presenting additional avenues for consortiums and partnerships within the local industry to thrive and leverage potential commissions for each successful installation.

## Notice

In order to support Climate Emergency and Decarbonisation work across South East Wales, Cardiff Capital Region are exploring facilitation of a Collective Solar Photovoltaic (PV) Purchasing Scheme for local authorities belonging to the Cardiff Capital Region (CCR). The aim of this early market engagement exercise is to determine whether there is a market to help residents, SME buildings, community venues and places of worship purchase "Supply and Fit" PV arrays, battery storage, and electric vehicle (EV) chargers at an affordable price from accredited installers. The contractor will handle customer service, vet installers and provide regional capacity for rollout of solar PV, plus provide relevant project data to the Cardiff Capital Region. The contractor will deliver a collective purchasing Scheme for the supply and installation of photovoltaic panel (PV) systems for householders to enable them to take advantage of discounted panels via collective purchasing, with options for battery storage and electric vehicle charging. The Contractor will set up an online platform to facilitate the collective purchasing scheme by allowing 3rd party suppliers to bid for work for which householders have registered interest. Supply and installation contracts shall be between the Contractor and the Household/establishment. The Contractor will pay the Authorities a commission for every successful installation completed. The planned contract start date is 15th January 2026. This contract is categorized as a below threshold concessions contract as the Authorities are not able to commit or guarantee any orders.
