## Summary

The Commonwealth War Graves Commission (CWGC) has issued an open tender for the construction of the Carrier Corps Memorial to honour Sierra Leonean WWI military personnel. The memorial is to be constructed on George Street, within the Ministry of Finance grounds in Freetown, Sierra Leone. As part of the 'works' industry category, the procurement stage is currently in the tender phase, with a submission deadline set for 23rd September 2025 and an enquiry period concluding on 16th September 2025. This project offers an open competition procurement method and further details can be accessed via the CWGC's e-Procurement portal.

This tender presents significant opportunities for businesses involved in historical monument construction, structural works, or the installation of outdoor illumination systems. The project is particularly suitable for small and medium-sized enterprises (SMEs) seeking to expand their portfolio within the international public sector. Firms with expertise in glass and lighting systems, and those familiar with memorial construction, will find this an excellent opportunity to leverage their skills and potentially secure a lasting contract that fosters business growth. Engaging in this tender allows businesses to render their services in memory of Commonwealth forces, thereby contributing to a culturally impactful project.

## Notice

The Commonwealth War Graves Commission (CWGC) was established in 1917 to commemorate the 1.7 million men and women of the Commonwealth forces who died in the First and Second World Wars. The CWGC built and continues to maintain cemeteries and memorials at 23,000 locations in more than 150 countries and territories and is committed to carrying out this work in perpetuity. In recent years, the CWGC has undertaken efforts to address the omission of the names of those who made the ultimate sacrifice whilst serving in the allied regiments during the two world wars. Once such Regiment is the Sierra Leone Carrier Corps. In 2022, a Book of Remembrance listing more than 946 previously unacknowledged Sierra Leonean WWI dead was presented in Freetown. This act laid the groundwork for a permanent physical recognition of their service. CWGC commissioned Oshinowo Studio, a Lagos-based architecture practice, to design this permanent structure which will be located in the Ministry of Finance grounds on George Street, Freetown, Sierra Leone - https://w3w.co/shower.cactus.cabinets). This tender is being issued to select a suitably qualified contractor to build this unique new Memorial.
