## Summary

The Royal Berkshire Fire Authority has completed the procurement process for the "Sexual Harassment Training" contract, which aims to implement training sessions to meet the requirements of the Worker Protection Act effective from October 2024. The procurement falls under the 'services' category and relates to the 'training services' industry. This contract was awarded on 27 August 2025, with the contract period running from 15 July 2025 to 30 June 2028. The initiative is focused on addressing identified risks due to high instances of lone and nighttime working within the UKJ11 region. The procurement method was a limited, below-threshold process, under which a three-quote procedure was used to select the supplier based on price evaluation alone, achieving a contract valued at £39,000 (net) with Vivida Productions Limited.

This contract offers significant opportunities for businesses, particularly those specialising in training services, to engage in providing essential workplace compliance training. SMEs with expertise in delivering In-person and virtual reality-based training sessions would be well-suited to participate in similar tenders due to the evolving public sector emphasis on compliance with new legislative frameworks. The buyer, Royal Berkshire Fire Authority, is a sub-central government public authority, indicating potential future opportunities in public safety and civil contingency training as regulations and best practices continue to advance.

## Notice

The Worker Protection Act came into force in October 2024 and requires employers to take all reasonable steps to prevent sexual harassment in the workplace. As per the guidance, Royal Berkshire Fire and Rescue Service (RBFRS) has completed a risk assessment detailing the different risk areas and how we will mitigate them. The risk assessment identified the higher risk RBFRS is due to the high volume of both lone working and shift work through the night therefore, this now forms one of our corporate risks. Training forms part of the mitigation, as well as being advised within the guidance from the Equality and Human Rights Commission. This training would take place in person, utilising virtual environments and scenarios. As the value is less than PS100,000, the Authority completed a three-quote process to acquire quotes from 3 suppliers - to award the contract on price only evaluation.
