## Summary

The Ministry of Defence (MoD) is currently in the planning stage for a procurement process titled "Tactical Communications Logistics Support." This tender seeks to provide spares and repairs support alongside stock management services for telecommunications equipment, tactical command, control, and communication systems, as well as storage and warehousing services. The procurement falls under the defence and security sector and will be conducted using a competitive flexible procedure. Located in Bristol, UK, the MoD is engaging with industry partners through early market engagement, including an Expression of Interest (EOI) period concluding on 24 April 2026. The procurement process is scheduled to commence with the publication of further notices by 1 December 2026, with the contract period planned from 27 February 2028 to 26 February 2033, having potential renewals extending to 2035.

This procurement presents substantial opportunities for businesses specialising in logistics, telecommunications equipment maintenance, and warehousing to collaborate with a central government authority. Companies with expertise in managing complex supply chains and delivering tactical communications solutions will find the MoD's requirements conducive to leveraging their capabilities. By participating in this tender, businesses can enhance their visibility and reputation within the defence sector, leading to further prospects. Engaging early via the EOI ensures suppliers can influence the initial procurement structure, focusing on identifying risks and innovation opportunities prior to the formal competition.

## Notice

The Tactical Communications Logistics Support (TCLS) contract will provide spares and repair support and stock management to meet prescribed availability requirements within the available budget. The service provider will monitor spares and repairs requirements through a contractor demand forecast, organise repairs, and recommend future purchases (of spares) for the Authority to authorise.

### Planning Information

Early Market Engagement – Expression of Interest (EOI)
The Authority is seeking early engagement with industry in relation to an upcoming competition. Suppliers are invited to review the draft Statement of Requirements and provide high level feedback via the accompanying Expression of Interest (EOI) form.
The purpose of this EOI is to:
• assess the level of genuine market interest in the requirement;
• identify any early risks, concerns, or opportunities prior to launching the formal competition;
• understand potential cost drivers and delivery models; and
• ensure the requirement is structured in a way that supports a fair, open and competitive procurement process.
Participation in this EOI is entirely voluntary and will not be used in any pre qualification or down selection process. Responses will be used solely to inform the Authority’s planning and approach to the forthcoming procurement and will not form part of any subsequent evaluation.
Submitting an EOI does not commit a supplier to take part in any later stages of the procurement, nor does it provide any preferential treatment or status.
The Authority also makes no guarantee that a competition or contract will follow as a result of this exercise.
Commercial-in-Confidence.
All information provided through the EOI will be treated as Commercial in Confidence. Supplier responses will be stored securely, accessible only to the project and commercial teams supporting this activity. No commercially sensitive information will be shared outside the Authority without the explicit consent of the submitting organisation.
Suppliers wishing to participate are invited to complete the EOI via the following link:
